Russell T. Fisher is founder and director of RT Fisher U.S. Tax Pte. Ltd. in Singapore.
In 1986, Russell started his public accounting career in New York City as an auditor with Arthur Young. He spent seven years in Tokyo and a year in Palo Alto, California, as a U.S. tax manager for Ernst & Young.
In 1998 Russell joined PricewaterhouseCoopers and was the director in-charge of the US individual income tax compliance team in Beijing. In 2008, he moved with PwC to Singapore as a U.S. tax senior manager.
Russell left PwC on June 30, 2009, to establish his own CPA Professional Service Limited Liability Company in New York State and a Limited Exempt Private Company in Singapore to serve greater Asia. Russell is a permanent resident of Singapore.
Russell has been actively involved in international assignment taxation in the Pacific Rim for twenty years. In addition to instructing at public accounting seminars in the Asia Pacific and the U.S., Russell has lectured at the National Tax College in Tokyo and is a presenter at the American Chamber of Commerce in Beijing, Shanghai, Tianjin, and Singapore. Russell has also contributed articles to the AmCham Brief magazine in China and to the Singapore American newspaper.
Russell is a CPA of New York State, and earned the designation of AIF (Accredited Investment Fiduciary) awarded by the Center for Fiduciary Studies. He holds a BS from University College-Rutgers, an MBA from The Bernard M. Baruch College (CUNY), and completed the Full Year Asian Language Concentration program in Japanese at Cornell University. He is a member of the American Institute of CPAs (Personal Financial Planning and Tax Sections), and New York Society of CPAs.
